Modican signs to play at Florida Tech

Franklin County SeahawkDalin Modican is going to be a Florida TechPanther.

Modican signed his Letter ofIntent this week, and next year he’ll be playing in Melbourne, Florida in the Gulf South Conference.

Modican had an activefootball career in Franklin County playing everything from wide receiver toquarterback.

In his High School career he had 195 carries forover 1500 rushing yards.

He had 27 Rushing Touchdowns, 7 ReceivingTouchdowns and passed for over 1100 yards.

On the defensive side of the ball he racked up 5 interceptions,13Caused Fumbles, 7 Defensive touchdowns and 2 Kick Returns for touchdowns.

He will also be remembered for scoring the firsttouchdown in Franklin County schoolhistory and snagging the first interception in school history.

Government announces new program to help rural homeowners

The U.S.Department of Agriculture is launching a pilot program to help rural borrowersrefinance their mortgages to reduce their monthly payments.

Theprogram, called the Single Family Housing Guaranteed Rural Refinance PilotProgram will operate in 19 states including Florida forhomeowners who have loans that were made or guaranteed by USDA RuralDevelopment.
USDAestimates 235,000 homeowners will be eligible to refinance their loans throughthe program.
Tobe eligible, borrowers must have made their mortgage payments on time for 12consecutive months.
Theydo not have to obtain new credit reports, property inspections or homeappraisals.
Refinancedloans must be at rates below the original interest rate and terms cannot exceed30 years.
TheUSDA says the program will not cost taxpayers additional money but will helprural homeowners in good standing to refinance their homes and bring increasedcapital to rural America and easethe financial burdens on homeowners.

Governor Scott names 2 to ARPC

Governor Rick Scott hasappointed two new members to the Apalachee Regional Planning Council includinga Gulf County resident.

The new membersare Kelly Layman of Tallahassee and Michael Hammond of White City.

Hammond is a jail warden in Gulf County.

His appointment will continue throughSeptember of 2013.

TheApalachee Regional Planning Council is one of 11 Regional Planning Councils in Florida which helplocal governments to cooperate on regional issues.

Eachregional planning council acts as a bridge between state and local governmentsand represents areas with similar issues and needs.

TheApalachee Regional Planning Council covers 9 counties including Franklin, Gulf, Liberty and Wakulla Counties.

FWC kicks off 2012 Commission meetings in Havana

The Florida Fish and Wildlife Conservation Commission (FWC)will meet Feb. 7-9 in Havana todiscuss several fish-and-wildlife issues, starting with an afternoon workshopTuesday, Feb. 7, on marine fisheries stock assessments. The Commission will notbe taking action on specific regulatory issues that day.

The Feb. 7 workshop starts at 1 p.m.; regular sessions Feb. 8-9 start at 8:30 a.m. at the Florida Public Safety Institute Pat Thomas Law Enforcement Academy,215 Academy Dr., Havana.All meetings are open to the public.

The stock assessment workshop will provide the Commissionersan opportunity to discuss and share ideas about state and federal marinefisheries stock assessment processes.

On Wednesday, Feb. 8, Commissioners are expected to takefinal action on king mackerel and Gulf of Mexico gaggrouper management efforts. They will also look at three marine fisheries andtwo boating draft rules.

Federal fishery management groups are working on a gaggrouper rebuilding plan in the Gulf of Mexico. New Gulf of Mexico gag grouper federal management efforts include settingthe recreational season to July 1 through Oct. 31 and decreasing the commercialminimum size limit from 24 inches to 22 inches. Commissioners will decidewhether to adopt similar changes in state waters at the meeting.

Commissioners will also take action on a proposed amendmentthat would allow commercial harvesters taking king mackerel in southwest Floridato land them in Collier Countywhen waters off the county are closed to harvest.

A change in oyster management proposes a seven-day commercial oyster harvestweek in Apalachicola Bay.If the Commission approves this, the change could be adopted without additionalpublic hearings.

Another proposed modification would allow Tampa Bay commercial shrimp permitholders to transfer their permits to other commercial harvesters.

A third marine fisheries change, this one on roundscale spearfish, proposesamending state billfish management efforts to coincide with recent federalmanagement changes. Proposed changes include removing roundscale spearfish froma list of prohibited billfish, adding it to the minimum size limit for whitemarlin and adding roundscale spearfish to the state’s billfish possession limit.

Division of Marine Fisheries Management staff will also present reports onfederal fishery management actions and will review federal fishery managementtools such as catch shares.

Regarding boating issues, FWCstaff will present proposed amendments to enhance safety. The amendments wouldcreate slow-speed, minimum-wake zones in specific areas of Monroe and Volusiacounties.

On Thursday, Feb. 9, the Commission will recognize FWCOfficer of the Year Duane North, who works in Volusia County. North will also be honoredby Shikar-Safari at the meeting.

After that, Commissioners will discuss the FWC’splan to manage and conserve Florida black bears for future generations, nowthat the state’s bear population has increased from as few as 300 in the1970s to an estimated 3,000 today. The draft Florida Black Bear Management Plan wasreleased on Nov. 10, 2011,and is available online at MyFWC.com/Bear. Members of the public andstakeholder organizations have contributed more than 2,500 comments andsuggestions on how to improve the draft bear management plan.

No final action on the draft, or proposed bear conservationmeasures, will be taken at this meeting. However, staff will seek approval toadvertise a proposed draft rule that would prohibit the take of black bearsunless authorized by Commission permit and direct staff to provide technicalassistance to landowners and regulatory agencies in order to minimize or avoidnegative impacts to bears. A separate proposed amendment would remove the blackbear from the list of state-designated Threatened Species.

The Franklin County Sheriff’s Office, Apalachicola Police Department and the Carrabelle Police Department conducted a lengthy investigation of sexual batteries which occurred in Apalachicola, Florida, and Carrabelle, Florida during months of August and December 2011. As a result of the investigation, Leonard Green, 16, of Eastpoint, Florida, was arrested by the Franklin County Sheriff’s Office on January 18, 2012. Green was charged with 2 counts; Burglary of a Dwelling with Persons Assaulted; 2 counts; Sexual Battery and 1 count of Sexual Battery on a Person 65 years of age or Older.

DNA evidence taken from the crime scenes matched Green’s DNA profile. On January 26, 2012 the State Attorney’s Office filed an information with the Circuit Court charging Green as an adult. Green is being held, without bond, in the Franklin County Jail.

St. George Island's first Tour of Homes will be held this weekend, Feb. 3-4, 2012. The event is sponsored by the St. George Lighthouse Association, Inc. Tickets cost $15 in advance and $20 on Feb. 4. Sales will be limited to 200 tickets. An associated reception and discussion on island-style interior decorating and external landscaping will be held Friday, Feb. 3. The actual tour itself will be on Feb. 4.

SGI Hosts Snowbird Day February 7

SGI Lighthouse Hosts Full Moon Climb Feb. 7

The St. George Lighthouse will be open for special climbs during full moon evenings in February and March. Visitors will be able to enjoy the sunset and moonrise from the top of the lighthouse February 7 from 5-6:30 pm. A lighthouse guide will be onsite as visitors climb the 92 stairs to the top to see breathtaking views of the Gulf of Mexico, Apalachicola Bay, and St. George Sound. A climbing charge of $15 per person includes snacks (or $10.00 for St. George Lighthouse Association SGLA members). After sunset, additional climbers will be allowed at the top for a view of the Full Moon, as time and space permit. The Full Moon only climb is $10.00 per person, or $5.00 for SGLA members. Humane Society awarded grant for spay/neuter program

The Franklin County HumaneSociety has received a $2000.00 grant from the Biffle Foundation to help fund it’sspay and neuter voucher program.

The Greg Biffle Foundation was founded in 2005 andin that time has awarded grants to over 400 humane societies and animalshelters from coast to coast.

The local spay and neuter program is designed toassist Franklin County citizenswho can’t otherwise afford to have their pets spayed or neutered in gettingtheir pets fixed.

The cost is $20.00 and the service includes aRabies Vaccine.

You can come by the Humane Society on Highway 65 tofill out an application and if you qualify, you’ll receive a voucher to haveyour pets altered.

"Beware of Seagrass" signs placed around Lanark Reef

The Apalachicola Riverkeeper hasinstalled some caution markers on the eastern end of the county to help protectshallow seagrass in the area.

Seagrasses are flowering plantsthat live underwater in shallow coastal areas.

Seagrass is fragile and can beinadvertently harmed by human activities, especially by boat propellers andonce they are damaged they can take years to regrow.

On January 25^th ten“Shallow Seagrass” caution markers were installed delineating shallow seagrassbeds from Carrabelle to the east end of Lanark Reef.

The signs are there to keepseagrasses from being scarred by boaters unfamiliar with the area depths andhabitats.

The caution markers will helpprotect 900 acres of fragile seagrass beds along Lanark Reef.

The Riverkeeper didn’t do the workalone- they were helped by faculty and students from AMIkids Panama City MarineInstitute and AMIkids West Florida.

Franklin County prepares for geomagnetic storms

Doyou know what you would do if we were hit by a Geomagnetic Storm that knockedout the entire southeastern U.S. Power grid?

The local emergency managementoffice is in the process of working on that scenario right now and will takepart in a Statewide Geomagnetic Storm exercise later this year.

Powerful geomagneticstorms are rare but they do happen.

In 1989 one of the storms disruptedelectric power distribution throughout most of Quebec provinceand caused aurorae which could be seen as far south as Texas.

The local planning scenariowill be a geomagnetic storm significant enough to take out the entire Florida and for that matter the entire southeastern U.S.Power grid for an extended period of time as much as 30 days.

The emergency management officehas scheduled two webinars for February 13^th and 27^th toeducate people on what a geomagnetic storm is a how it might affect us.

On March 13th there willbe a four-hour exercise conducted at the EOC to allow local stakeholder to develop someresponse options and plans.

The main reason for thisexercise is to come up with a plan for a long period of no power andcommunications.

Obama Administration Announces Pilot Program to Help Rural Borrowers Refinance Mortgages, Get Lower Interest Rates

WASHINGTON, Feb. 1, 2012 – Agriculture Secretary Tom Vilsack today announced that the U.S. Department of Agriculture is launching a pilot program to help rural borrowers refinance their mortgages to reduce their monthly payments. This initiative is part of the Administration's ongoing efforts to help middle class families, create jobs, and strengthen the economy. The Single Family Housing Guaranteed Rural Refinance Pilot Program will operate in 19 states for homeowners who have loans that were made or guaranteed by USDA Rural Development. These states are among those hardest hit by the downturn in the housing market. "Through initiatives like the one we are announcing today, the Obama Administration is taking aggressive steps to fight for middle class homeowners who have played by the rules and are trying to get ahead," said Vilsack "This pilot program will help homeowners' to take advantage of historically low interest rates, and by working closely with lenders, we are helping rural homeowners protect one of the most important investments they will ever make." USDA Rural Development estimates 235,000 homeowners will be eligible to refinance their loans, which is expected to save them considerable time and money. To be eligible under this pilot, borrowers must have made their mortgage payments on time for 12 consecutive months. They do not have to obtain new credit reports, property inspections or home appraisals. Refinanced loans must be at rates below the original interest rate. Terms cannot exceed 30 years. No cash out is permitted to the borrower. The two-year pilot is open to homeowners in Alabama, Arizona, California, Florida, Georgia, Illinois, Indiana, Kentucky, Michigan, Mississippi, Nevada, New Jersey, New Mexico, North Carolina, Ohio, Oregon, Rhode Island, South Carolina and Tennessee. The performance of the pilot will be reviewed after two years to evaluate whether to continue it, terminate it or make it permanent. The pilot expands upon USDA's ongoing help for rural homeowners. In 2010, USDA Rural Development established an aggressive modification policy for Guaranteed Loans that helps homeowners who are delinquent on their mortgages. These homeowners can lower their monthly payments through a loan modification that reamortizes their payments over a term of up to 40 years, lowers their interest rate, or both. USDA also has a "Mortgage Recovery Advance" program in which the Department provides guaranteed lenders up to 12 months of mortgage payments on behalf of borrowers who have fallen behind on their payments due to job loss or other hardships. Allowing rural homeowners in good standing that have home loans that were made or guaranteed by USDA to refinance their homes will bring increased capital to rural America and ease the financial burdens on homeowners. This pilot program will not cost taxpayers additional dollars. All USDA Rural Development housing loans meet rigorous underwriting standards and are made only to qualified borrowers. These are not subprime loans. Rural Development's housing loans and grants make a significant difference in the lives of thousands of rural Americans across the nation. These investments boost rural economies and create jobs. The SFHG Rural Refinance Pilot Program complements President Obama's recent announcement to help responsible homeowners and heal the housing market. The measures the President and USDA are taking will help stabilize communities and help middle class families across the country. Since taking office, President Obama's Administration has taken historic steps to improve the lives of rural Americans, put people back to work and build thriving economies in rural communities. TALLAHASSEE - Governor Rick Scott hasproclaimed February as Florida Hiking Trails Month, recognizing the importanceof this healthy, affordable outdoor activity and inviting Floridians and visitors to enjoy a hike along the state’s extensive, nationally recognizedtrail system. The Florida Department of Environmental Protection’s (DEP)Florida Park Service, along the Florida Trail Association (FTA) invitescitizens and visitors to take advantage of the scenic beauty offered by Florida’s outstandingsystem of trails.

"February is the perfect time to take advantage of cooler temperatures and enjoy a quiet walk or an invigorating hike on a Florida trail,” said DEP’s Florida Park Service Director Donald V. Forgione. “With the support of the Florida Trail Association and many statewide partners, Florida created a system of greenways and trails that make it easy and affordable for people to access the beautiful green spaces that naturally call us outdoors this time of year.”

Florida Hiking Trails Month is designed to emphasize fun andfitness along scenic and diverse trails--from urban trails in the midst ofcityscapes to wilderness trails that run through Florida’s award-winning state parks. Florida has a vastnetwork of trails that includes more than 2,500 miles of dedicated hikingtrails and several thousand more miles of multi-use, recreational trails. Trihalomethane concentrations still elevated in Eastpoint water supply

TheEastpoint water and sewer district has issued another alert to customerswarning that trihalomethane levels in the water system are currently above thestandard set by federal and state law.
Thisis the 3^rd alert issued in the past 9 months.
Ttrihalomethanesare a by-product of the water treatment process.
Theyform when chlorine is added to disinfect water that contains a lot of naturalmatter like decaying leaves.
Drinkingwater systems are allowed a running annual average 80 parts per billion; overthe past year the Eastpoint Water and Sewer district’s running annual averagewas 89 parts per billion.
Thesystem is showing some improvement – the last alert showed trihalomethaneconcentrations at 99.25 parts per billion.
Thewater district says it is working with the Department of EnvironmentalProtection to determine how to fix the problem.
Thewater district says there is no immediate health risks associated with shortterm exposures to trihalomethane at this low level though long-term exposurehas been linked to issues with the liver, kidneys and central nervous system aswell as some types of cancer.
TheEastpoint water district says people should still be able to drink the waterfrom their taps but people with specific health concerns should consult theirdoctors.

The Franklin County Emergency Management would like toinvite you to take part in a local planning process for the state exercise.

The State of Florida is in the process of planning aStatewide Geomagnetic Storm exercise. The scenario will be a geomagnetic stormsignificant enough to take out the entire Florida and for that matter theentire southeastern U.S. Power grid.This could be for an extended period of time as much as 30 days. A geomagneticstorm severe enough to affect Florida would also affect the entire NorthAmerican continent. This would limit our ability to reach out for assistance toother states and limit the resources available through our Federal partners. February 13^th and 27^th 2012 there willbe a webinar at 10:00am here at the EOC to educate us on what ageomagnetic storm is a how it might affect us. March13, 2012 there will be a four-hour exerciseconducted here at the EOC. This exercise will allow local stakeholder todevelop some response options and plans. The state will give us injects and wewill work together to come up with some kind of response. I know we all thinkthis could never happen, but if you listen to the news there have been severalstorms already. The main reason for this exercise is to come up with a plan fora long period of no power and communications.

Local spay'neuter program recieves grant from Biffle Foundation

The Franklin County Humane Society has received a $2000.00 grant from the Biffle Foundation to help fund the spay/neuter voucher program.
The spay/neuter program is designed to assist Franklin County citizens in getting their pets spayed and neutered. The cost is $20.00 and the service includes a Rabies Vaccine.
This service is for people who can’t otherwise afford to have their pets spayed or neutered. Come by the Humane Society, fill out an application and if you qualify, receive a voucher to have your pets altered. This is not a program for feral cats. For more information, please call 670-8417.

This report represents some events the FWC handled over the past week; however,

it does not include all actions taken by the Division of Law Enforcement.

NORTHWEST REGION

ESCAMBIA COUNTY

Lt. Dan Hahr was working enhanced patrol in the Perdido River Wildlife Management Area when he observed a truck approaching very slowly with a small light being displayed from the vehicle. Lieutenant Hahr stopped the truck and observed anopen container of an alcoholic beverage in the console and a driver who appeared to be under the age of 21. The driver admitted to smoking a "spice" cigarette as he was driving. A search of the vehicle revealed more spice and a bag containing a white powderyresidue. The subject was issued notice to appear citations for possession of alcoholic beverages by a person under the age of 21 and possession or ingestion of chemicals for the purposes of intoxication.

SANTA ROSA COUNTY

Officer Joe Murphy and Officer Steve Hoomes responded to separate complaints of dog trespass/hunter responsibility. The landowner caught deer dogs pursuing deer on private property on two separate occasions. The dog owners were located andstatements were taken from involved parties. Charges will be filed with the State Attorney's Office for allowing dogs to pursue deer on private property without landowner permission.

OKALOOSA COUNTY

Lt. Mark Hollinhead and Officer Danny Arnette met with a landowner after receiving a complaint from a subject who leases adjoining property. The meeting resolved the complaint and clarified property boundaries and easements.

WALTON COUNTY

Lt. Mark Hollinhead observed a vehicle traveling across a field at night displaying a light in a manner capable of disclosing the presence of wildlife. The vehicle was stopped and a dead deer was observed in the back of the vehicle. LieutenantHollinhead confirmed the deer was taken from a tree stand during legal hunting hours. The light was displayed to inspect for hogs and damage they had caused. A warning was issued for no hunting license.

Officer Danny Arnette contacted Officer Randall Brooks about a trespass complaint he received from a land manager. Officer Brooks responded and identified two subjects who were hunting the property without permission. Officer Brooks inquiredabout turkey feathers he observed in the suspects’ golf cart and determined one of the subjects had shot two turkeys. Both turkeys were cleaned prior to Officer Brooks’ arrival. The turkey carcasses were retrieved and identified as hen turkeys. The subjectwas cited for taking turkeys during the closed season. The turkeys and a rifle were seized for evidence.

Officer Randall Brooks observed an alligator hide in the backyard of a residence. No one was at the residence, but later in the day, a subject called Officer Brooks and admitted to killing the alligator. Arrangements were made to meet thesubject later. Charges are pending.

GULF COUNTY

Officer Tony Lee responded to a complaint of illegal oyster harvesting. The suspect was reported to be coming and going from the Indian Pass boat ramp. Officer Lee located the suspect vehicle and boat trailer at the ramp and waited for thevessel to return. When the vessel returned, an inspection of the operator’s harvest revealed two bags of oysters that seemed to be overfilled. The suspect advised he had no saltwater license, but the vessel had a saltwater products license decal, which wassufficient to cover the license requirement for the recreational harvester. Officer Lee checked the bags using a 5‑gallon bucket. He measured both bags and found that the operator was five gallons over the recreational limit. The individual was cited for harvestingover the recreational bag limit of oysters.

Officer Arnie McMillion and Lt. Raz Castaneda conducted surveillance on a vessel harvesting oysters in a conditionally restricted area of Indian Lagoon. The officers watched the individual gather oysters, place them in a five‑gallon bucket,and carry them from the oyster bar to his vessel. The officers requested assistance from Investigations, and as the suspect approached the landing, the officers approached, identified themselves, and inspected the vessel. The officers advised the subject hewas harvesting oysters in a closed area. The subject said he thought he was in an open area, but failed to check on the condition of the area or confirm his exact location. The subject was cited for harvesting oysters from a conditionally restricted area. Tenbags of oysters were returned alive to the water. The subject was warned for failure to possess an Apalachicola Bay oyster harvesting permit and for failure to tag his oyster bags after harvesting.

JACKSON COUNTY

Officer Scott Cassels and Investigator Gary Applewhite responded to a road hunting complaint. The complainant advised he heard a gunshot and observed a male subject with a firearm near a small car stopped on the road adjacent to his property.The complainant confronted the subject and asked to look in the trunk. The subject opened the trunk, revealing a large doe deer. The subject quickly drove away, heading toward Alabama with the deer in the trunk. K-9 Officer Mike Guy was contacted and notifiedAlabama Game and Fish. The Alabama officers soon located a vehicle stalled along the roadway with a flat tire with two juvenile males nearby. The vehicle matched the complainant’s description. FWC officers arrived before long and contacted the fathers of thejuveniles. After the parents arrived, the subjects were advised of their Miranda warnings and interviewed. Both individuals cooperated and admitted to hunting in Alabama at daylight where the doe deer was killed. They then drove to Florida where one of themstood up through the sunroof of the car and shot another deer in a field off Sellers Road. As one subject waited for the other to retrieve the deer, he was confronted by the complainant. He immediately left the area and drove to Alabama where he removed thefirst deer from the car trunk and dumped it into the woods. He turned back to pick up the second suspect and second deer when the vehicle tire blew out. Both deer were located during the investigation. Officer Cassels issued citations for illegally taking adoe deer and for hunting on a right-of-way.

BAY COUNTY

Officer Neal Goss was working in the Warren Bayou hot water canal and observed a vessel occupied by a two people fishing. He observed a male subject catch several spotted seatrout and place them in a fish box in the boat. As the fishermenprepared to leave, Officer Goss approached and explained to the occupants (husband and wife) that he had observed the male subject place several fish in his fish box. Officer Goss informed them that they were in a closed area and that it was illegal to keepany fish. A search of the fish box revealed ten spotted seatrout. A citation was issued for taking fish in a closed area.

CALHOUN COUNTY

Officer Scott Cassels heard several shots in the area of Fink Block and observed what appeared to be a small spotlight being used by an individual inside the wooded property. He heard two individuals talking to each other as they ran fromthe woods to a nearby residence. A short time later, Officer Cassels observed the subjects leave the residence in a pickup truck and then return, entering through the main gate of Fink Block. Officer Cassels turned into the entrance and observed the truck parkedwith a male sitting in the driver side. A lever-action rifle was lying on the seat and a pistol was on the floorboard. A freshly killed doe deer was in the bed of the truck with a gunshot wound to the head and numerous stab wounds to the throat area. Outsidethe passenger side of the truck was a 12‑volt battery with a spotlight attached lying on the ground. The battery had shoulder straps attached so it could be carried like a backpack. The subject stated he saw the deer on the side of the road and thought it hadbeen hit by a car. He stated when he went to grab it, the deer kicked him and ran into the woods. He followed the deer into the woods and eventually killed it with his pocket knife. He claimed he did not shoot the deer. After a few minutes, another individualin camouflage walked out of the nearby brush with his hands up and stated he was giving up. The questioning continued; however, the two subjects’ stories did not match up and they were not cooperating with the investigation. K‑9 Officer Mike Guy arrived andinterviewed one of the suspects while highlighting the expertise and abilities of our K-9. Soon both subjects cooperated and confessed. The officers determined the subjects entered the hunt lease together on foot. One of them carried the 12-volt battery andspotlight on his back and the other carried the rifle and pistol. They shot the deer. As it ran away, they shot at the deer numerous times with the pistol. One of the suspects eventually jumped on the deer and killed it by cutting its throat with his knife.Officer Guy and K-9 Jake located one of the spent .40 caliber pistol casings. Both subjects were cited for taking deer at night with gun and light and for the illegal taking of a doe deer.

FRANKLIN COUNTY

Officers are continuing to address complaints of the illegal harvest of deer that do not meet the forked-horned requirement in the Tate’s Hell Wildlife Management Area. Officers Percy Cook, Carmon Brownell, Steven Cook, and Matt Gore conducteddecoy deer operations. During the operations, three hunters were issued misdemeanor citations for attempting to take an illegal spike-horned buck.

Apalachicola National Forest Prescribed Burning Today

TALLAHASSEE, Fla. – The U.S. Forest Service is prescribed burning in the Apalachicola National Forest today.

The 2,295 acre prescribed burn will take place south of Sumatra near Wright Lake in the area of Forest Road 102 and Highway 65. The burn will improve wildlife habitat, eliminate vegetation build up and reduce the threat of wildfires.

People are reminded that the smoke they may see today and tomorrow in this vicinity is not coming from a wildfire. Motorists are cautioned to drive slowly with lights on while traveling in smoky areas. Drivers should be particularly cautious in areas where prescribed fires have taken place when it is foggy. Morning fog can mix with smoke and decrease visibility further.

This is one of many prescribed burns the Apalachicola National Forest is doing during the 2012 prescribed burning season.

Individuals who are sensitive to smoke may contact the Apalachicola Zone Fire Management Officer at (850) 926-3561, ext. 6523, to be placed on a notification list for future burns.

Shallow Seagrass Markers Installed Near Lanark Reef

On January 25^th ten “Shallow Seagrass” caution markers were installed delineating shallow seagrass beds from Carrabelle to the east end of Lanark Reef to protect seagrasses from being scarred by boaters unfamiliar with the area depths and habitats. The caution markers will greatly help protect 900 acres of fragile seagrass beds along Lanark Reef.

Instrumental in the installation process were Apalachicola Riverkeeper and faculty, students and President of the Board from AMIkids Panama City Marine Institute and AMIkids West Florida. Volunteers included students and Rusty Russell, Executive Director from AMIkids Panama City Marine Institute; students, teacher Pete Harrison and Captain Ron Boyce, Executive Director from AMIkids West Florida; Wayland Fulford (Capital City Bank), President of the Board, AMIkids West Florida; and Pepper Tonsmeire.

“The installation would not have been a success without AMIkids Panama City Marine Institute and AMIkids West Florida,” said Dan Tonsmeire, Riverkeeper and Executive Director of Apalachicola Riverkeeper. “These groups were absolutely the best thing we could have had to do that installation. It went like clockwork.”

AMIkids started in 1969 doing environmental research and restoration projects with juvenile offenders and 43 years later, the kids still find that working in the outdoors and doing good for the environment helps them reset and start over fresh and with a new outlook. According to Captain Boyce, the students “love to give back, they want to be respected for good works, and this project was clearly all of that.” When Riverkeeper Dan pulled his boat over to ours and told the boys how much the signs will protect the seagrass beds and all the fish that live in them, they listened intently and with pride. They were happy to help out. “

Seagrasses are flowering plants that live underwater in shallow coastal areas. Seagrass habitats, which may take many decades to form, provide many benefits to the fish, wildlife and people of Florida. These seagrass beds provide foraging and nursery habitat for over 2,000,000 juvenile grouper and other Gulf species that spend part of their life cycle in near shore waters and return to the Gulf when more fully grown. According to the Department of Environmental Protection (DEP), 70 percent of Florida’s marine recreational fish depend upon seagrass communities at some time in their lives.

Seagrass is fragile and can be inadvertently harmed by human activities in and around our coastal waters. Caution should be taken by boaters when motoring through seagrass beds. Not all shallow seagrass beds are marked so if in doubt, boaters should go slow and pole the boat through grasses if necessary to protect the seagrass beds.

The completion of the installation marks the culmination of a five-year project by the Apalachicola Riverkeeper in collaboration with National Fish & Wildlife Foundation, U.S. Fish & Wildlife Service, National Oceanic and Atmospheric Administration, SeaWorld & Busch Gardens Conservation Fund, Shell Oil Company, U.S. Army Corps of Engineers, Florida Department of Environmental Protection, Florida Fish & Wildlife Conservation Commission, Apalachicola National Estuarine Research Reserve, Northwest Florida Water Management District, and the Turner Foundation.

The Apalachicola Riverkeeper is a non-profit organization that monitors the Apalachicola River from the upper reaches at the Florida/Georgia line downstream 108 miles, through the middle reaches around Wewahitchka, to the estuary and Bay on the Gulf. Its mission is to provide stewardship and advocacy for the protection of the Apalachicola River and Bay, its tributaries and watersheds, in order to improve and maintain its environmental integrity and to preserve the natural, scenic, recreational, and commercial fishing character of these waterways. Heavy rains that moved across the southeast late last weekhave forced the Department of Agriculture to close a portion of theApalachicola Bay to oyster harvesting.

The Department of Agriculture closed the conditionallyapproved oyster harvesting area 1612 at sunset Sunday after the ApalachicolaRiver level at Blountstown topped 13 feet.

The affected area is closest to the mouth of the river justwest of the river channel.

There is generally a 2 day lag between river levels atBlountstown and Apalachicola.

The river level has already started to fall again.

National solar power expands in to Liberty County

A solar power company has announced plans to expand intoLiberty County.

National Solar Power, which is based in Melbourne, hasentered into a solar farm development agreement with Liberty County to build anup to 100 Megawatt solar energy project on property in Liberty County –adjacent to an already existing project in Gadsden County.

Up to five 200-acre, 20 MW farm segments are planned at acost of $70 million each – potentially injecting hundreds of millions ofdollars in the Liberty County community.

The company estimates the project will create up to 100 jobsduring the five-year construction phase and up to 25 permanent operations jobs.

The solar farm will have a three-person maintenance crew, anengineer and security personnel for each 20 MW farm segment and estimates thepermanent operations jobs will have an average salary of about $40,000 dollarsper year.

The project is currently seeking the necessary local andstate, and when that’s complete the first phase of the project is expected to beup and running within six to seven months of breaking ground.

The company has already entered into an agreement withProgress Energy Florida and is having discussions with other potentialcustomers to purchase power generated by the solar farm.

New redfish and speckled trout rules take effect in February

New rules for redfish and speckledtrout take effect on February the 1^st and that should be good newsfor fishermen.

Beginning on the first fishermen will be allowed to keep 2redfish a day instead of one.

There will also be an increased vessel limit of eightredfish – though the new rules limit the number of redfish that can legally betransported in a vehicle to six per person.

New speckled trout rules will do away with the Februaryfishing closure in north Florida, and the November-through-December closure insouthern Florida.

Commercial fishermen will now get 5 months to speckled troutfrom June through October and will be allowed to sell their catch up to 30 daysafter the season closes.

The commercial vessel limit has been increased to 150 when thereare two commercially licensed fishermen aboard.

– School rankings allow Floridians to compare performance at all grade levels –

TALLAHASSEE – The Florida Department of Education today released a numerical ranking of the state’s 3,078 public and charter schools, grouped by elementary, middle, high and combination schools. This ranking coupled with the district rankings, makes it easier for parents and taxpayers to view information about Florida’s education system.

“Floridians care about education and it is critical that our students have access to world-class schools that will give them a pathway to a successful career,” said Governor Rick Scott. “Measuring each school’s performance helps gauge our progress toward that goal.”

The numerical ranking is based on each school’s total school grade points, which are calculated based on the following criteria:

Elementary, Middle and High Schools:

• Points are derived from the Florida Comprehensive Assessment Test (FCAT) scores.

• The total score includes the sum of the percent of students:

- Enrolled for the full school year who score at certain achievement levels on reading, mathematics, science and writing.

- With learning gains in reading and math.

- That previously scored in the lowest 25 percent on reading and math who make learning gains.

Additional Components for High Schools:

• Graduation rates.

• Student participation and performance in accelerated coursework.

• Postsecondary readiness.

“Measuring a school’s ability to boost academic achievement helps ensure that we are providing a high-quality education for our students,” said Florida Education Commissioner Gerard Robinson. “Having the data available in an easy-to-use format allows parents, educators, and business and community leaders to view the information and make decisions about how they can be involved in education decisions in their local communities.”

Black crappie fishing hot in Florida’s cool season

Many anglers target black crappie during the cooler months in Florida. Nonresident anglers avoiding the deeper chill up north congregate around these premier fisheries every winter to join Florida’s own fishers who enjoy pursuing and harvesting the succulent panfishes.

Crappies are high-profile fish with their own enthusiasts. CrappieUSA kicked off its 2012 season with an event at Flagler County’s Crescent Lake in January. Darrell Van Vactor, president of CrappieUSA, said, “The 2.63-pound crappie that won the big fish award on Crescent Lake was definitely a great crappie. In more than 25 years of crappie tournaments all over Florida, it is the best single fish weighed in, and the winning weight of 14.5 pounds for seven fish was also the best winning weight.”

He went on to say, “Crescent Lake is truly the best crappie water we have found in your state, and your agency is evidently doing a great management job there.”

Bass Pro Shops Crappie Master Tournament Trail will have its Florida State Championship in February on the Harris Chain of Lakes around Tavares. Anglers can find books, magazines, websites and television shows dedicated to great crappie fishing. The fast action, once you have located a school, makes crappie a great fish for families and youth.

Black crappies are also known as “speckled perch” or “specks” and are silver-white, speckled all over with black blotches. The fish are deep-bodied with two symmetrical fins along the top and bottom of the body. The Florida state record is 3.83 pounds, and the Big Catch Angler Recognition qualifying size is 14 inches or 2 pounds.

The Florida Fish and Wildlife Conservation Commission (FWC) annually issues a list of top crappie destinations, as well as lists for other sport fish. To see the list, go to MyFWC.com/Fishing and select “Freshwater” then “Sites and Forecasts”). This year, Cheree Steward, an FWC fisheries biologist in Eustis, helped compile the list.

The list includes:

§ Rodman Reservoir (between Gainesville and Palatka);

§ Lake Monroe (near Sanford; note that Crescent Lake is north of Lake Monroe on the St. Johns River);

§ Lake Talquin (west of Tallahassee);

§ Lake Weohyakapka /Walk-in-Water (east of Lake Wales);

§ Lake Weir (southern Marion County);

§ Lake Arbuckle (east of Frostproof);

§ Lake Marian (southeast Osceola County, east of Lake Kissimmee);

§ Lake Marion (east of Haines City);

§ West Lake Tohopekaliga (south of the city of Kissimmee);

§ Lake Kissimmee (east of Lake Wales);

§ Mosaic Fish Management Area (southern Polk County);

§ Lake Istokpoga (near Sebring);

§ Lake Trafford (near Immokalee).

Steward points out that reports from local anglers, as well as data from trawling, electrofishing and creel surveys compiled by fisheries biologists, and knowledge of habitat trends all go into selecting these lakes. The list focuses on larger water bodies that have good access and can sustain more fishing effort, so even if your local lake isn’t on the list, don’t be afraid to try it. One of the best things about crappie fishing in Florida is that you can find them in almost all of our lakes.

Unlike many panfish, crappies spend much of their time offshore, feeding on small fish. Successful anglers drift through deeper water, fishing with small minnows or freshwater grass shrimp until they find a school. Try a light wire #4 hook and small split shot below a float. Speck anglers typically use several rods or poles, fishing at different depths until they pinpoint concentrations of fish. In the extreme, these are referred to as “spider rigs” for the way the rods look like spider legs sticking out from all sides of the boat. Specks move inshore to spawn during early spring, gathering in large numbers around heavy cover.

Crappie also strike artificial baits. Tipping a jig with a live minnow makes it especially effective. Night fishing for crappie with baits fished near a light can produce nice stringers, especially once it warms up.

After black bass, crappies are the second-most popular freshwater species in Florida, followed by bream, in terms of angler effort. Angler success rates over the past five years averaged approximately 1.2 crappie per hour statewide (compared with 1.9 for bream and 0.7 for bass).

Crappie provide a great fishing opportunity, especially this time of year, and can be an exciting way to introduce new anglers both young and old to the lifetime sport of fishing. Moreover, many anglers think they are one of the tastiest of freshwater fishes, so give them a try.

Background Information
Located off the Florida Panhandle, St. George Island is one of three barrier islands near the mouth of the Apalachicola River, and often hosts the highest concentration of Loggerhead nests in the northern Gulf of Mexico.
Since 2001, the ANERR St. George Island Volunteer Turtlers have monitored and protected sea turtle nests between May and October. The SGIVT monitors a 12 mile length of beach between St. George Island State Park and Bob Sikes Cut.
St. George Island is a vacation destination and there are numerous rental homes with some houses occupied by full time residents. Nesting along the 12 miles has ranged between 60 and 160 nests.
Largely comprised of island residents, the group�s activities have been coordinated by Bruce Drye, a Florida Marine Turtle Permit Holder and OPS Marine Science Technician with the Apalachicola National Estuarine Research Reserve.

Duties
Volunteers will become familiar with Florida�s Sea Turtle Conservation Guidelines, conduct morning nest surveys, locate, mark, and screen egg clutches, record relevant data, assist in stranding documentation, observe hatching nests and record disorientation data, develop and present a sea turtle program for visitors at the ANERR Nature Center, and assist ANERR staff with their activities.
Requirements
Volunteers must have transportation and a valid driver�s license, must be able to participate for a minimum of two months, but preferably for three months or more through the summer, must be knowledgeable and able to communicate factual information about sea turtles, must be physically fit enough to be able to walk on the beach at first light, every day, sometimes for long distances in hot weather. Volunteers must be enrolled in an accredited university or college. Volunteers must attend weekly briefings for activity coordination.
Benefits/Costs
Housing with kitchen and laundry provided, volunteers must provide bed linens, pillows and towels. No internet available at housing, but available at the Nature Center. Volunteers must use own transportation (or carpool with other volunteers) from housing located in Eastpoint, to survey beaches located on St. George Island (a distance of about 8 miles).
No stipend is available at this time.

Under the agreement, National Solar Power will build an up to 100 MW solar energy project on property in Liberty County – adjacent to the company’s Gadsden County, Florida solar farm project. The project, representing a $350 million investment at full build out, is the company’s third in Florida with the others being in Gadsden and Hardee counties.

As part of the effort to fund its renewable energy infrastructure projects like the solar projects in Gadsden, Hardee and Liberty counties, National Solar Power recently announced the creation of Green Infrastructure Partners, LLC.

Green Infrastructure Partners offers a platform for Institutions and accredited investors to participate in the inevitable transition to a renewable energy infrastructure in the United States, while enjoying competitive risk adjusted returns on their capital. “Providing safe, convenient access to Florida’s waterways is one of our goals,” said Pat Harrell, the FWC’s Boating Access Coordinator. “This database is designed to help keep boaters informed about facilities that are currently available.”

Boaters can visit the Public Boat Ramp Finder site to locate and obtain details for more than 1,600 publicly accessible boat ramps.

“People can look for boat ramps within a certain county, on a lake they’d like to visit or even search for boat ramps near a specific street address or GPS coordinates,” Harrell said. “The database provides a map, details and often photos of the ramps.”

The database was created from an inventory conducted for the Statewide Boating Access Inventory and Economic Assessment. The U.S. Fish and Wildlife Service provided funding through the Wildlife and Sport Fish Restoration’s Boating Access Program. Working with boating access management partners, including Florida’s counties and the Department of Environmental Protection, the FWC identified and indexed approximately 3,440 boat ramps around the state.

2011 At a Glance

The museum reopened last April following a complete renovation of our facility.

Plan Now to Join Us on River Trip 2012, an Epic Kayak Adventure

In 2012 we will host our fifth annual paddle trip from the start of the Apalachicola River at our 140-acre campus of the historic riverboat landing in Chattahoochee, Florida and travel eight days and 106 miles southward to the end of the river at the Museum Docks on the historic Apalachicola waterfront. The trip will begin with a rally and camp out at the Chattahoochee Landing on October 26. We will arrive in Apalachicola November 2, at the start of the Florida Seafood Festival where all paddlers will take part in the Blessing of the Fleet ceremony. For the more ambitious paddlers, there is the option to begin the trip at Columbus, Georgia, one week and 145 miles earlier. Participants would be able to start or stop at Chattahoochee, the approximate halfway point.

The Apalachicola River is the largest river in the state of Florida and fifth largest in all of North America. It begins its journey to the Gulf of Mexico as the Chattahoochee River, springing from the mountains of North Georgia along the Appalachian Trail. Its southward journey is joined by the Flint River which joins the Chattahoochee near the Florida/Georgia/Alabama state lines. The confluence of these two rivers at Lake Seminole creates the Apalachicola, which flows uninterrupted into Apalachicola Bay and the blue waters of the Gulf of Mexico.

Cool nights, warm days and a moderate river temperature will beckon a hike through the woods or a swim. This is a great time to camp on the sandbars while enjoying autumn in the sparsely developed river basin. Learn about the flora and fauna unique to the basin from educational presentations along the way. To traverse the river with only boat, paddle, and the spirit of adventure brings forth reconnection with the natural world and knowledge of river heritage. We will explore the floodplains, streams, bluffs, tributaries and some of the communities along the river. We will look at historical sites and the culture of river life. You will experience the broad diversity of flora and fauna uniquely adapted to the flood plains and steep head ravines. We will learn how reduced water flows affect the nutrient flow into the Gulf and the impact on productivity in the seafood harvest. We will learn to know each other and the river one paddle stoke at a time.

The Return of a Paddle Wheeler to the Apalachicola River

In the 19th and early 20th centuries, paddle wheel boats were the primary mode of transportation on the Apalachicola-Chattahoochee-Flint River system. In addition to passengers, they transported cotton, turpentine, merchandise, mail, and other goods.

It is our vision to return a paddle wheeler to the river in the next few years, offering luxury charters with a small number of spacious cabins for overnight passengers, and also large group tours that are of a day or evening trip nature. With many points of historical and ecological interest along the span of the river, the venture will expand our ability to provide unique tours that are both educational and recreational. The new concrete museum docks have been constructed to moor our new vessel upon arrival and dockage at our Chattahoochee operations will provide the mooring facility upriver on the way to Columbus.

We have begun planning discussions with naval architect Kevin Kerwin in Panama City on the design of an 88' vessel with a two foot draft that will be ideally suited for the shoal waters of the Apalachicola River. Kevin has designed many vessels, from large ocean-going yachts to naval vessels and large commercial vessels plying the waters of the Mississippi. Kevin is a maritime heritage enthusiast as well and is very passionate about this opportunity. We are planning to hire on the crew necessary to build this vessel in either Chattahoochee or Apalachicola. Once the steel hull and framework are constructed and fitted with power, we plan to build the cabins and finish work at the Apalachicola Museum docks. We are planning to have Kevin do a number of presentations in Apalachicola and Chattahoochee to present the designs and seek local input.

A final worthy note is that museum founder George Floyd's grandfather (Albert Floyd), great grandfather (Theodore Archibald Floyd) and great great grandfather (Samuel Augustus Floyd) were all employed by the riverboat trade. Albert Floyd was the boiler engineer on the last passenger paddlewheel boat, the J.W. Callahan, where he met his wife, Margaret Floyd, on her downriver passage from Bainbridge.

For a taste of what river travel on such a boat was like, consider this excerpt from the Civil War recollections of Apalachicola resident Cora Mitchell.

My next recollection was that Apalachicola was to be abandoned as an army post. The blockade had shut up the port. All the soldiers were sent to the interior except a company of scouts, which was stationed about twenty miles away, near some "dismal swamps," and used to keep an eye on the coast, and report any unusual occurrence.

Of course, business was at a standstill, and many moved up to Columbus, Georgia, and other towns on the river. My brother-in-law decided to go to Columbus, and I was sent, too, in order that I might go to school.

The steamboat was crowded and, as it was at the time of a great flood, there was much to see and remember. The banks of the river were entirely under water, and sometimes the river was a large and continuous lake. Only those who have traveled on one of the Southern rivers can understand the romance and beauty of it all. The huge, moss-draped trees, the landings at night, with the crew singing their weird songs while unloading by the light of pine knots burning in wire cages.

The trip was none too long for my excited fancy.

2011 a Year of Accomplishments at the Museum

2011 began with a major renovation of our facility, a former seafood processing warehouse in the historic working waterfront district. Operations Manager Daniel Stewart led the transformation, creating a beautiful exhibit space and gift shop.

Throughout the spring, summer, and fall, we were busy with evening events on our docks, sailing excursions, and a variety of educational and recreational cruises.

In July, three of our staff traveled to the renowned WoodenBoat School in Maine for week-long courses. We gained invaluable insight into running our own boat building and maritime education programs, which are now underway.

Our fleet of kayaks was expanded by specially constructed vessels of our own design made in Georgia using recycled plastic. As the only kayak outfitter on the water in Apalachicola, we treated many visitors to guided kayak excursions, while others enjoyed exploring the estuarine areas just beyond our docks on their own.

Many long hours went into hull maintenance work on our flagship vessel, the 58-foot wooden ketch Heritage of Apalachicola. She was hauled out at the boat yard in Carrabelle for weeks of grueling work. We sailed her back home to the museum in October, making the passage along the gulf side of St. George Island accompanied by several playful dolphins. Heritage is a museum exhibit in its own right as a beautiful example of classic wooden boat design.

Another exciting development was the acquisition by museum founder George Floyd of the home built by his great-grandfather, a riverboat captain. Located on Avenue E in Apalachicola, it will house visiting lecturers and students of our wooden boat school, and will also welcome the general public as a bed and breakfast. The 1890 home will first undergo an extensive renovation.

Greg LaSchum is not only one of our tenured boat building staff, but also an experienced mariner. Greg captains the Starfish Enterprise on our full complement of excursions including estuary cruises, working waterfront tours, dinner cruises, and full moon cruises. He has also sailed our flagship vessel, the 58-foot wooden ketch Heritage.

Growing up on a lake in Madison, Wisconsin, Greg was always fascinated by sailing. But it wasn't until he was 21, when his brother bought an old 16-foot wooden sailboat that he got to try it firsthand. It took a dozen tubes of caulk to keep it from sinking, but the brothers kept the vessel afloat and learned to harness the wind.

Greg's introduction to boat building came in 1980, when he went to work for Nimphius Boat Company. His general interest in carpentry soon grew into a passion for building wooden boats. His career as a professional mariner began as a crew member aboard a 50-foot replica of a 1597 Dutch frigate called Red Lion, which operated on Lake Michigan. He then sailed on the Californian, a 100-foot schooner, spent the next five years on tall ships, and earned his 100 ton license.

It was while sailing the waters of the Caribbean that Greg got his first introduction to Apalachicola, when he met and befriended Kristin Anderson. He was invited to visit and hired to build a dinghy for Kristin's mother, Helen Hay Anderson, who enjoyed rowing and sailing the Herreshoff-designed boat. After she passed away, the vessel was donated to the museum. It is on display as a beautiful piece of traditional wooden boat craftsmanship.

Greg's skills make him well qualified as the instructor for our wooden boat school, where individuals or groups can build their own small vessel. He is also the instructor for our youth boat building program, teaching traditional maritime skills that once flourished in Apalachicola to a new generation.

This is Greg's second year at the museum. He enjoys life in Apalachicola for its small town pace and cultural aspects. His interests include kayaking, 3-D photography, nautical heritage, and participating as a stagehand at the Dixie Theatre. This native of the Great Lakes region also appreciates our mild weather that makes it possible to bicycle year-round and enjoy sailing during the winter months. And of course, the simple pleasure of life on the water.

Volunteer Spotlight

Dr. Skip Arnold

We are honored to have Dr. Skip Arnold back for a second year of volunteering at the museum during an extended visit to the forgotten coast. Skip hails from Sandusky, Ohio, where he was a Political Scientist at Heidelberg University before retiring. He is a past Commodore of the Sandusky Sailing Club, volunteers at the Sandusky Maritime Museum, and is a sailing instructor.

Skip's wife, Dr. Mary Jane Hahler, taught romance languages at Bowling Green University. As a Master Gardener, she also volunteers locally at the Orman House botanical gardens. The couple travels to such faraway places as New Zealand, but they enjoy spending time in our historic, one-stoplight town for the feeling of being in "Old Florida." We hope they continue to return to Apalachicola for many years to come. Our community is enriched by their friendship and generous donations of time and talent.

Following is an account of Skip's volunteer experience with us in his own words.

A Volunteer's Journal

As I climbed on board the classic sailing vessel, brush & bucket in one hand and a garden hose in the other, I scanned the teak decks and varnished bright work for bird droppings. My job was to remove them, and make the boat presentable for visitors to the Apalachicola Maritime Museum. Boat cleaning and crewing on the historic ketch, the Heritage of Apalachicola, are part of my volunteer work for the Museum.

Yes it's true. After scaling the heights of academia, I have become a Boat Boy. How the mighty have fallen! Hey, just kidding. Actually, it is loads of fun. I think E. B. White expressed it well in The Wind In The Willows: "There is nothing half so much fun as messing around in boats." Working for the Museum allows me to do that. The work may not sound glamorous, but to me it is a wonderful opportunity to do a bit of sailing-- for which I have an abiding passion-- as well as to learn something about the Forgotten Coast, and meet some interesting people.

The Museum staff has also been very kind, taking us to their favorite oyster bars, and not subjecting my northern accent to excessive ridicule. In sum, I highly recommend volunteering at the Museum. There are many ways to make yourself useful, including crewing on Heritage (my personal favorite), greeting visitors and docenting, and of course the dreaded office work. There are even jobs for professors turned boat boys.

January Oystering, early 20th Century Style

This photo was taken in January, 1909, by famed New York photographer Lewis Hine. Hine is best known for his iconic photographs of construction workers at the Empire State Building. He took a series of photos in Apalachicola while en route from Columbus, Georgia, to other points in Florida on assignment. He noted, "Boy shucking oysters he helped to catch." Boys as young as 12 were employed in the oyster industry, often beginning work at 4 a.m. and laboring well into the day.

Sails have long since been replaced by outboard motors on oyster boats. However, other than the mode of propulsion, oystering in Apalachicola Bay has not changed substantially compared to 100 years ago. It is still physically demanding, hard work. And it still brings forth from the sea the world's best oysters.

Red drum, spotted seatrout management efforts change Feb. 1

Red drum and spotted seatrout management changes made by the Florida Fish and Wildlife Conservation Commission (FWC) at their November 2011 meeting will take effect Feb. 1. Many of these changes mean more angling opportunities, including increased recreational bag limits in some regions and longer spotted seatrout fishing seasons for commercial fishermen.

Changes affecting red drum include:

§ The creation of three management zones (see map) for red drum instead of one statewide management area. The areas represent the northwest, northeast and southern sections of the state’s waters;

§ Increasing from one to two the number of red drum that a recreational fisherman can take per day in the Northeast and Northwest zones;

§ Establishing a statewide vessel limit of eight red drum;

§ Limiting the number of red drum that can be transported in a vehicle on land to six red drum per person.

Changes affecting spotted seatrout include:

§ Redefining the areas where spotted seatrout are managed by splitting the state into four management zones instead of three (see map);

§ The recreational season will be open year-round statewide (this includes the removal of the February closure in northern Florida, and the November-through-December closure in southern Florida);

§ Raising the recreational bag limit in Northeast Florida from five to six;

§ Changing commercial seasons based on region – lengthening them from three months to five months in the Northwest and Southwest zones (June 1 - Oct. 31 for both) and in the Southeast region (May 1 - Sept. 30), and from three months to six months in the Northeast zone (June 1 - Nov. 30);

§ Allowing spotted seatrout to be sold 30 days after the close of the regional commercial season with the proper paperwork;

§ Changing the commercial vessel limit to 150 when there are two commercially licensed fishermen aboard.

Both species’ rule changes are the result of a successful management strategy.

“This is our version of having a listed, protected species and being able to take it off that list. This is a success story,” said Commissioner Brian Yablonski about the increased recreational fishing opportunities.

Other recreational red drum and spotted seatrout rules will remain the same.

Franklin County Humane Society Pet of the Week

Bradley and his brother Hal were left in the drop-off pen here at the
Adoption Center. They are 1 year old Dachshund/Beagle mixes and neither
of them could be cuter. They are happy, social little guys and at 11 and
18 pounds, they are that perfect little size for anyone looking for a
small dog that isn't too small. Come meet these fine fellows, they're
worth it!!

Volunteers are desperately needed to socialize Bradley and all of
the other dogs and cats. We are always looking for people willing to
bring one of our animals into their home to be fostered for various
needs. Anytime you can spare would be greatly appreciated.

Millions pour in to Florida's state parks in 2011

Florida’s state parks were very populardestinations in December.

The Florida Park Service marked record-breakingattendance for December 2011; nearly one and a half million visitors visitedone of the state’s 160 state parks.

There werenearly 450 thousand more visitors at Florida’s state parks than a year earlier.

A total of20.4 million people visited a state park during the last fiscal year which hadan estimated economic impact of more than $967 million for local communities.

Nearly 193thousand people visited the St. George Island state park last year – making it thecounty’s most popular state park – it had an economic impact to the county ofover 9 million dollars.

The John Gorrie Museum in Apalachicola saw nearly 2500 visitors and theOrman House about 4800.

The BaldPoint state park at Alligator Point drew over 33 thousand visitors.

The St. Joseph Peninsula state park saw 163 thousand visitorsover the past year.
