Should people live on barrier islands?

I found an interesting article on livescience.com which questions the wisdom of people building expensive houses on a barrier island. The only reason it caught my attention is that they talk about St. George Island specifically.

St. George Island on Apalachicola Bay off the Florida coast "has been washed away five or six or eight times and people just keep building back their houses," Alexander said.


I'm not sure about the island "washing away", but it can certainly get a lot of water at times. Dennis flooded it completely, and Gustav and Ike put water over some roads.
