Background
The Gulf of Mexico commercial red snapper Individual Fishing Quota Program was implemented January 1, 2007 through Amendment 26 to the Reef Fish Fishery Management Plan. The Magnuson-Stevens Fishery Management Act (Magnuson Act) requires the Council to include provisions for the regular monitoring and review of the operations of the program, including determining progress in meeting the goals of the program and the Magnuson Act, and any necessary modification of the program to meet those goals, with a formal detailed review five years after program implementation. Consistent with the Magnuson Act, the Council requires a five-year review of the program. This panel will aid the Council in conducting a five-year review.

Although other non-emergency issues not on the agenda may come before the Advisory Panel for discussion, in accordance with the Magnuson-Stevens Fishery Conservation and Management Act, those issues may not be the subject of formal action during this meeting. Actions of the Advisory Panel will be restricted to those issues specifically identified in the agenda and any issues arising after publication of this notice that require emergency action under Section 305(c) of the Magnuson-Stevens Fishery Conservation and Management Act, provided the public has been notified of the Council’s intent to take action to address the emergency.

This meeting is physically accessible to people with disabilities. Requests for sign language interpretation or other auxiliary aids should be directed to Kathy Pereira at the Council at least five working days prior to the meeting.

The Gulf of Mexico Fishery Management Council is one of eight regional fishery management councils established by the Magnuson-Stevens Fishery Conservation and Management Act of 1976. The Council prepares fishery management plans designed to manage fishery resources in the Exclusive Economic Zone of the U.S. Gulf of Mexico.
