Pursuant to the President’s Proclamation to lower our national flag as a mark of respect for the memory of Neil Armstrong, I hereby direct the flags of the United States of America and the State of Florida to be flown at half-staff at all local and state buildings, installations, and grounds throughout the State of Florida on Friday, August 31, 2012, in honor of Neil Armstrong.
