FWC Law Enforcement Weekly Report 03/14 - 03/20/2014
Weekly Report
March 14, 2014 - March 20, 2014
This report represents some events the FWC handled over the past week;
however, it does not include all actions taken by the Division of Law Enforcement.
Patrol, Protect, Preserve
NORTHWEST REGION
BAY COUNTY
Officers Goodwin, Brady, Letcher and FHP Trooper Russell were working a night detail during spring break at St. Andrews State Park when they observed a golf cart drive up to the after-hours entry gate from outside the park. They could hear the occupants of the golf cart talking to each other about pushing the gate arm up so the golf cart could be driven under the gate arm. The driver then drove the golf cart off the road and around the gate entering the park. The officers approached the subjects, identified themselves, and told the subjects to stop. The driver drove past the officers and into the park. The officers followed the golf cart in their patrol vehicles. The driver attempted to hide the golf cart by driving it into the woods and turning off the lights. The officers located the golf cart and all the occupants fled into the woods except for the driver. All the occupants were apprehended within a short time. The driver was charged with driving under the influence. The subjects that fled the scene were charged with resisting arrest without violence. All were charged with entering into the park without a park pass and transported to the Bay County Jail.
ESCAMBIA COUNTY
Officers Livesay and Pettey worked an area that appeared to have been previously baited for illegal turkey hunting. After waiting in the area most of the morning, the officers decided to change locations to a nearby field. While walking to this area, they noticed a hunter sneaking through the woods. The hunter set up and called for turkeys. Officers Livesay and Pettey approached the hunter and discovered he was hunting on a second baited spot. The subject admitted putting out bait in both spots and was charged with turkey hunting over bait.
LIBERTY AND CALHOUN COUNTIES
FWC officers continue to search for a missing man on the Apalachicola River. The man has been missing since March 9. The location of the search has been expanded south towards the Iola Landing area.
LEON COUNTY
Officer Louque observed a subject calling turkeys from a ground blind. There was cracked corn deposited beside the blind. The subject had also placed a hen turkey decoy in the cracked corn. Officer Louque cited the subject for attempting to take turkeys over bait. Investigator Bryant arrived later to assist and wrote the subject’s friend, who was in a different blind, a warning for no turkey permit.

Apalachicola airport runways to thin for expanded military use
It
turns out the concrete on the runways at the Apalachicola
airport is not as thick as the air force thought, and that will keep the
military from expanding its uses there.
It
had been assumed in Air Force documents that the concrete was between 8 to 10
inches thick in all areas where planes would land or taxi.
With
that assumption the Air Force was considering designating the Apalachicola
airport as a Forward Area Refueling Point for various training exercises and
missions.
After
the Civil Engineer Center took core samples from about 95 sites, however, they
determined that the actual concrete thickness is actually between 4 and 7
inches.
And
while that is plenty for private aircraft, it is not thick enough to support
the type of planes the air force was considering using.
So the airport will not be part of any expansion of Forward
Area Refueling Point training missions by the US Air Force though it will
continue to be used for training by Special Forces.

Beach water testing begins for the summer
The local health department has begun testing water quality for local
beaches again.
The health
department stopped their weekly water sampling program last October as part of
a statewide cost-cutting measure.
The state takes
weekly water samples from about 304 beaches in 34 counties during the summer –
they stopped the sampling the 6 beaches in Franklin County over the winter months when fewer people were swimming.
In some other
areas of the state they reduced the testing from weekly to bi-weekly.
The good news is
Franklin County ’s water samples came back clean with no advisories for any of the
beaches tested here on March the 12th.
Heath officials
did find moderate amounts of the enterococcus bacteria in Alligator Point, but
not enough to issue a swimming advisory.
Moderate
concentrations of bacteria were also found at Shell Point in Wakulla County but there was no advisory issued for that beach either.
The last results
for Gulf County were issues on March the 3rd and there were no advisories issued for
any of the 7 beaches monitored there.

“Fresh From Florida” Presence at Seafood Expo North America
Generates $25 Million in Estimated Sales
Nine Florida Companies Feature “Fresh From Florida” Products at Annual Event in Boston
Tallahassee, FL – With support from the Florida Department of Agriculture and Consumer Services, nine Florida companies reported more than $25 million in sales of seafood products at the three-day Seafood Expo North America this week.
“Florida’s seafood is second to none, and that’s why buyers across the country and the globe choose our products for their stores and restaurants,” said Commissioner of Agriculture Adam H. Putnam. “We're proud to help bring Florida companies to the expo, where they can showcase their delicious products.”
The event, formerly known as the International Boston Seafood Show, hosted the following Florida companies:
On display were snapper, grouper, king mackerel, Spanish mackerel, spiny lobster, stone crab claws, farm-raised shrimp, farm-raised clams, blue crab and wild-caught shrimp. Chef Justin Timineri, Florida's Culinary Ambassador, cooked and offered samples, including fresh Florida frog legs, to interested buyers.
The department works with Florida seafood companies to bring their products to the expo, which is the largest seafood show in North America – hosting more than 1,000 exhibitors and 19,000 buyers from 100 countries around the globe.
Florida ranks among the top 12 states in the nation for fresh seafood production. Florida fishermen harvest more than 100 million pounds of seafood annually, including all of the nation's spiny lobster, 97 percent of stone crabs and 84 percent of grouper, pompano, mullet, pink shrimp and Spanish mackerel. More than 85 different varieties of seafood are harvested in Florida.

Franklin county tables bid award for revetment project
County commissioners decided not
to accept any bids on a project to repair about 1000 feet of revetment at
Alligator Point because the issue is under litigation.
The section of revetment is east
of Tom Roberts
Road –
its an elevated section of road that can’t be relocated.
The county wants to remove the
existing concrete rubble and debris and replace it with clean granite rock.
The board opened bids from 4
companies for the project earlier this month, the lowest bid was from CW
Roberts at about 74 thousand dollars.
The work, however, is being
contested by Capitol city bank.
So even if the county awarded the
bid, it’s likely the work could not be done in the 60 days during which the bid
would be valid.
The board decided to table the
issue this week while the legal issues are worked out.

Apalachicola National Forest prescribed burning today in Liberty County
TALLAHASSEE, Fla. – The U.S. Forest Service is prescribed burning in the Apalachicola National Forest today.
The 3,308 acre prescribed burn will take place in Liberty County between Forest Highway 13 and Forest Road 120. The burn will improve wildlife habitat, eliminate vegetation build up and reduce the threat of wildfires.
People are reminded that the smoke they may see today and tomorrow in this vicinity is not coming from a wildfire. Motorists are cautioned to drive slowly with lights on while traveling in smoky areas. Drivers should be particularly cautious in areas where prescribed fires have taken place when it is foggy. Morning fog can mix with smoke and decrease visibility further.
This is one of many prescribed burns the Apalachicola National Forest is doing during the 2014 prescribed burning season. Today’s burn is in burn unit 61 (see the Apalachicola’s planned burn map): http://www.fs.usda.gov/ Internet/FSE_DOCUMENTS/ stelprdb5438893.pdf.
Individuals who are sensitive to smoke may continue to monitor us at http://www.fs.usda.gov/news/ apalachicola/news-events.

hunting dogs keep showing up at the shelter. Hunting season is over and
for many of the them, their lives could easily have been over as well.
The ones that end up here have a second chance at life but only if you
will open your hearts and homes to one of them.
How many times have you seen them wandering along the highways, starving
and scared, wanting to stop to help but not knowing if you should? Well
now you can help.
We have given them shelter, nourished their bodies, rid them of parasites
and vaccinated them against disease. These forgotten souls are ready for
a home, a real inside home where they will be loved and fed and cared
for. PLEASE give these dogs a second chance. They have survived so much
already and have so much love to give. Have a heart. Save a hound.
