Red Cross To Open Shelters In Preparation of Tropical Storm Andrea The American Red Cross Capital Area Chapter is planning to open Taylor County Elementary School on Green Street in Perry at 3pm today for residents who plan to evacuate the coastal area.  Another shelter, Florida High in Leon County is on standby at the present time for residents of Wakulla County who plan to evacuate.  Both Wakulla and Taylor counties have declared a state of local emergency in their respective counties.  Red Cross volunteers have been activated to staff shelters and provide mass care.
